Whenever the issue of the marginalization of Africa comes up, the
developed countries quickly and nervously deny that there is any such
thing. Yet even the more dependable countries among them are busy shifting
gears toward Eastern Europe and curtailing projects in Africa as a result.
The CIDA (Canadian International Development Agency [?]) had been
doing a good job in Africa until the WALL came down. Since then, every
single year has seen a drastic reduction in its allocation for projects in
Africa, and a corresponding rise in its projects in Eastern Europe.
CIDA's allocation of funds for the projects of CUSO (Canadian University
Studies Overseas) is an example of this latest trend. CUSO has had to
close down its offices and programs in the Gambia, Zambia and Zimbabwe,
and drastically scale down even some of its most successful development
work in the countries where some offices or programs will be maintained;
and all this in the short time span of the Fall and Rise of Eastern Europe.
In Ghana for example, where CIDA and CUSO were doing good work,
the decision was first made to close down the offices of CUSO in the
northern part of the country. But then the Ghana Director argued that
that office was located near where their main projects in
the country were, and that it would be more convenient to close the office
in the capital. The issue is now being looked into by the West Africa
regional office in Sierra Leone.
With all these events working against Africa, it is really sad to
note that we are at the same time adding self-inflicted wounds as in the
messes in Nigeria, Ethiopia, Angola, Togo, Cameroun, Zaire, Liberia, the
Congo, South Africa and so on.

Sofia Gebru@athena.mit.edu responded to some questions raised by I. Abay on
soc.culture.African. The response however is full of factual errors, warped
logic and a piece of propaganda tract. Here are some of the issues:
ON THE QUESTION OF ALLIGNMENT OF FORCES
Sofia claims that EPRDF has the support of the vast majority of Ethiopians
except those Amharas in Addis and those in diaspora. Sophia could not have
chosen a worse time to make this kind of a statement. Presently we are not only
witnessing opposition to EPRDF from Amharas, Oromos, Gurages, Afars, Wolaitas
etc. but the heretofore rear base of TPLF, Tigray, is also showing some
uneasiness. It is frequently claimed that the peasantry is in full support of
EPRDF. It is conceivable that this may be true by default. Infact, some who
visited some regions attest that the peasantry is at ease now than before, but
they also emphasise that this is due to neutrality than partisan support to
EPRDF. One important point they attribute to this state is that the EPRDF,
mainly due to naivete and populism, has left the peasantry on its own, upto and
including not paying any taxes. It is beyond question that this state of affair
cannot continue as it is since, at some point the guerillas will inevitably
wake up and realise that they are now statesmen at the pinnacle of a modern
state that has to atleast levy taxes to run a modern state. Be that as it may
currently ominous signs abound and social quakes are being registered more
frequently in all corners of Ethiopia. The Kefagne led uprising in Gondar, the
recent peasant resistances in Northern Shoa and Gojjam along with OLF and
EPRP's operations, are meticulously sapping EPRDF's claim on the peasantry.
The Tigray situation is all the more important as it is assumed to be the
natural base of EPRDF. Now, Tigray is also shaking! The TPLF, which promised
the world to Tigray, is now reneging on its promise. Though reliable sources
still claim that EPRDF is pillaging the South and moving it to the North,
Tigray seems to have benefitted nothing from it. The reasons might be that
Ethiopia may not have enough to make a dent in Tigray's needs or the convoy
from the south may be moving non-stop to Asmara. The latter is more plausible,
but it is of no consequence since Tigray remains impoverished. The ethnic
policy of EPRDF is also backfiring. The Tigray people, who by virtue of their
geo-economic position, have been the main benefiters of the hitherto respected
right of movement and domicile in Ethiopia. This right is now being chipped by
EPRDF's ethnic politics and it is naturally forcing Tigrayans to re-think
EPRDF's motives. To this end, here is how Tagay Melles put it in 1990 when he
was fighting against Mengistu which one might as well adapt to the present
President Melles:
"Probably a third of all Tigreans live in other parts of Ethiopia. Tigreans
have always emigrated-- some to stay and others as temporary laborers. That was
one of the things that alienated Tigreans from the Derg very early. Land reform
did not anger people in Tigray as much as the restriction on seasonal labor
migration. Tigreans used to go to many other parts of the country to work,
sometimes for the whole year. They brought their earnings home to support
families [and] invest on their farms. There was no part in Ethiopia where money
[earned] in this way was more important to the people. The Derg was stupid to
forbid this, for it forced our people into poverty and hopelessness and it gave
our movement important support from the very beginning".

Currently we also witness EPRDF cracking at its seams. Recently it is reported
that over 200 TPLF cadre cum portfolio were sacked and imprisoned, an important
figure in EPDM was killed by EPRDF in Bahir Dar, EPDM and OPDO are at
loggerheads in many parts of the country, EPDM cadres in Wollo are being
rounded up, interestingly by EPLF forces, some Tigrayan groups are murmuring
at a higher pitch about the lack of economic support for Tigray..... the list
continues. So much for the purported support of the EPRDF by the peasantry.
One important note I would like to add is that it is being politically and
socially myopic to categorise the Ethiopian urbanite and the peasantry as
detached entities. The crystallization of urban Ethiopia is geneologically at
most three generations old. There is probably no Addis Abeban with out a living
and close kin in the countryside. This inevitably forms a bridge of influence
between the two, and in this link it is invaribly the case that the urbanite
has more clout in swaying ideas. With this understanding, one cannot ignore the
fierce opposition of urban Ethiopia and hope to bank on rural support for a
long time, it is just like a time bomb and it is ticking faster.
It is fashionable these days to terrorise us by waving another round of a
17-year war. God forbid! but what ever will be, will be. BTW, is it written
anywhere that 17 years is a prerequisite for victory ? Hey, there are many who
swear that the Derg was a lot stronger while it lasted and convincingly claim
that the Derg lost militarly not because EPRDF/EPLF beat it in warfare but
because its policies alienated it from the army, and the army just quit.
WHAT IS TO BE DONE?
In short, TGE has to go! It can take EPRDF, or its components thereof, with it
if the latter doesn't mend its ways. This can be achieved peacefully or
otherwise. Though the former is preferrable, the latter is a viable option. The
horrors of war have not been able to blackmail mankind into submission, and
Ethiopians, though gracefully patient, are not exceptions.
( The comment on the other gibberish Sophia wrote might crowd this and I opt to
differ it for the future as per necessity)

Liberians sign peace agreement
Cotonou, Benin - Liberia's warring factions signed a peace accord in
Benin yesterday, paving the way for multiparty elections early next
year. The signing at the presidency building in Cotonou, on the eve of Liberian
independence day came after three days of tough negotiations over details
of the agreement reached between the three factions last weekend in
Geneva. The United Nations estimates 150,000 people have died in a three
and half years long war that has seen previous peace deals signed and
broken. The accord allows for a cease-fire to begin in seven days under
the supervision of the West African intervention force and a UN observer

[TEX]In Kivu, the eastern province of Zaire, it's now become
clear that thousands of people have been slaughtered during the
last month. The victims are mainly Rwandans who have been
living for decades in the region. The perpetrators, armed bands of
Zaireans who have set villages on fire and hacked the inhabitants
to pieces. [sentence as heard]. This ethnic cleansing started in
one region and spread throughout Kivu. Observers have reported that
the violence was stirred by the Mobutu government in order to
destabilize the country. Eyewitnesses say that soldiers have taken
part in plundering and in some cases the killing. Over 100,000
people have fled from the violence.
